This is an exciting opportunity to lead the Classification Team in completing special projects at the State level such as creating or revising job descriptions, job requirements and recommending corresponding pay grades. We are searching for a manager to assist the Classification Administrator by managing all aspects of these large-scale projects from project initiation through planning, execution, monitoring, change management and implementation. Work will include daily supervision and oversight of the project team that is conducting in-depth research and analysis to make project recommendations. This work requires excellent communication skills as the Manager must lead meetings with the internal team, as well as agency subject matter experts and leads to explain recommendations and answer questions. Work may also include assisting with the review and approval of daily classification work such as reclassifications and position establishments. rnrnrn Essential Functions Professional human resource work is characterized by the application of human resource theories, principles and models to support the administration of human resource functions; as well as the use of knowledge, discretion, consultation and independent judgment in applying and/or interpreting human resource laws, rules, regulations, standards, policies and procedures to address a variety of human resource activities, challenges, issues and assignments. Work often involves review, evaluation, consultation, and recommendations of specific courses of action to be taken, through collaboration with employees, supervisors, managers, and others, and in compliance with human resource laws, rules, regulations, standards, policies and procedures. rnrnrnEssential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed.rnrnrnrnrnrn Provides technical guidance, policy and procedure interpretation, eligibility determination, consultation and recommendations to current and retired employees, applicants, management, human resource staff, vendors, or others in the assigned human resource function(s).rn Interprets, explains and ensures compliance with state and federal laws, rules, regulations, standards, policies and procedures.rn Analyzes and evaluates requests, inquiries, challenges or practices; makes determinations and defines solutions, options and alternative action as appropriate that ensure equity and/or appropriate and consistent interpretation of laws, rules, regulations, standards, policies and procedures.rn Anticipates broad implications of actions/recommendations and defends recommendations and decisions.rn Conducts research which includes collecting, analyzing and interpreting a variety of data and reports from multiple sources, obtaining and clarifying information, verifying accuracy and troubleshooting discrepancies, reviewing precedents and past decisions, and presenting findings.rn Conducts studies and projects and presents findings.rn Prepares and analyzes a variety of statistical and narrative reports and may calculate and report on data for payroll, pension, compensation, benefits or other related transactions.rn Utilizes automated human resources information systems or other computerized systems to research and report on data; may perform quality reviews of data in systems.rn Participates in meetings, conference calls and/or presentations.rn May contact outside parties such as vendors, contractors or other entities to gather data and resolve inquiries or issues. rnrnrnrn Job Requirements JOB REQUIREMENTS for State Human Resource Manager IrnApplicants must have education, training and/or experience demonstrating competence in each of the following areas:rnrn1. Must possess at least one of the following:rnrnrnrnrnPossession of a Bachelors degree or higher.rnORrnFour years of professional human resource experience. rnORrnThree years of professional human resource experience AND a Statewide Human Resource Certification or professional human resource certification.rnrnIn addition to the above requirement, applicants must meet all of the job requirements below:rn rnrn2. Two years' experience in project management such as planning, developing, implementing, managing and evaluating projects to ensure objectives are met.rn3. One year of experience in providing subject matter expertise to employees, management or others on inquiries and/or challenges in assigned human resource function(s).rn4. One year of experience in researching, collecting, analyzing and interpreting data and presenting findings on complex subject matter.rn5. One year of experience in developing and evaluating human resource policies or procedures.rn6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.rnrn Conditions of Hire Applicants must be legally authorized to work in the United States.
